Residence Permit

Foreign nationals need to have a residence permit to stay in Finland for three months or longer. If you will be working in Finland, you will also need a residence permit for a shorter stay.

Visiting Hours

From 07.11.2016 onwards residence permit applications are submitted only by an advance appointment at the Embassy of Finland. The appointment time to submit an application must be reserved via email . Residence permit applicants, who need an Indian visa, are requested to notice the Indian visa processing time before requesting an appointment from the Embassy.

The residence permit type (e.g. special expert, student, spouse of a Finnish citizen), the citizenship of the applicant and the number of applicants must be mentioned in the email.

The cancellation of an appointment must be done 3 days prior to the scheduled appointment. The amount of available appointments per day is limited.

Submission time of the residence permit application at the Embassy is Mon - Thu 9.00 - 12.00.


Collection time of the residence permit decisions from the Embassy is Mon - Wed 14.00 - 15.00.

Residence permit process

The applicants must submit the residence permit application to the Embassy of Finland in person. Applications must be carefully completed and signed. All necessary attachments must be obtained in advance before filing the application, and be submitted with the application form to the Embassy.

Decisions are made by the Finnish Immigration Service in Helsinki.

The Embassy of Finland is not able to provide any information about the processing of residence permits. The average processing times can be viewed on The Finnish Immigration Service website.

How do I apply?

Residence permit applications for the basis of family ties, employment and study can be submitted electronically on Enter Finland e-service.

Applicants who apply electronically are required to present original attachments of the applications personally at the Embassy within next 3 months.

If you arrive in Finland as a trainee, you always need a residence permit. A residence permit is required, regardless of your home country or the duration of your traineeship. Further information on The Finnish Immigration Service website.

All applicants must submit their applications in person at the Embassy of Finland in the country where they are residing. Sponsors in Finland (employers, family members etc) cannot submit an application on behalf of another person. You must be in possession of a valid passport or other travel document, and you must be legally residing in the country where you are submitting your residence permit application.

Honorary Consulates cannot receive applications.

Applications must be completed carefully and signed. All necessary attachments must be obtained in advance before submitting the application. Applications may be submitted in Finnish, Swedish or English. All attachments must be translated into one of these languages. Fingerprints will be collected when submitting the application at the Embassy.

General Requirements for all Residence Permit Applications

Requirements concerning all applicants are:

  • Personal appearance of the applicant

  • Originals and one photocopy of each document must be presented

  • Print out your application

  • All applicants or their representative must fill in the residence permit application form

  • Valid passport (valid at least up to the applied duration of stay)

  • Photocopies of all relevant pages of the passport

  • Two color photographs. It is important that the photo fulfils the requirements. See the exact quality requirements on the Finnish Police website.

  • Note that additional documents not mentioned here may be requested

  • Afgan applicants: a copy of national ID (tazkira) and a translation

How much does a residence permit cost?

The residence permit fee has to be paid in advance and will be charged at the time of submitting the application.

The fees are listed on the Embassy’s website.

The fee has to be paid by the demand draft in favor of EMBASSY OF FINLAND in Indian Rupees according to the exchange rate of the Euro. A copy of the same has to be included in the application.

The residence permit processing fee is non-refundable.

Residence permit card

Applicants whose permit application is approved will receive a biometric residence permit card.

The card holder must report a stolen or lost card to the police and apply a new residence permit at the Embassy.

What rights do I get with a residence permit?

A person who holds a residence permit may live and travel in Finland and leave the country and re-enter during the validity of the residence permit. Persons who hold a worker’s residence permit are furthermore entitled to work in Finland.

A person who holds a residence permit may also stay and travel within the Schengen area for up to three months, in a case his/her entry to the country is not refused.

Revoking a residence permit

A fixed-term or permanent residence permit is revoked if the foreign national has moved permanently out of Finland or if he/she has remained outside the country for two years without interruption, with the intention of staying there permanently.

Notification to local register office

Under the Population Information Act, persons planning to move abroad more than three months are required to notify the local register office about his/her temporary or permanent moving.
